The person that you have identified as “Arthur M. Uhlmann” in the Jack Beers photo is not Art, but rather, Ted Rozumalski, also of the Houston Chronicle. Ted was 32 years old at the time of the photograph, Art was 42.
Here is another photo of Ted from 21 November in San Antonio (RHS, head turned):
Note the position of his hands on the camera, which is the same as that on the Beers photograph. Also, the camera / lens shown was used to take this photograph:

Robert, the photo, allegedly of Rozumalski in San Antonio on 11/21/63, does look like him as best as i can tell. There are 2 more photos of him i uploaded on findagrave: https://old.findagrave.com/cgi-bin/fg.cgi?page=pv&GRid=162641023&PIpi=139949240
One can see so little of him in the San Antonio photo? How do you know that is him? Are you his son, Robert Rozumalski? If so, do you know of any other photos or film of him captured in Ft. Worth or Dallas? He was in Ft Worth at the Hotel Texas (where he took at least 2 photos), as well as in Dallas at Love Field, Parkland Hospital and in the DPD, however, i’ve been unable to find him in any photos or film taken in Dallas or Ft Worth.
